I'm confused about that bell business. So, is he being charged because he was the owner of the bell? Like if he had gone inside and the hot girl came up and rang it without permission, would he still be responsible for the ringing of the bell?

Or is he being charged because he gave her permission after the police told him he couldn't ring it himself?
