Who has to pay self-employment tax?

Anyone who does work not as an employee for a specific employer is subject to paying self-employment tax, which is comprised of payments for Social Security and Medicare. This includes people running their own business (i.e., sole proprietors), freelancers and some independent contractors. Partners to a partnership must also, in certain situations, pay self-employment tax.
