Can police ask questions of someone on public transportation under the Fourth Amendment?

Because passengers on public transportation (such as a bus or a subway) aren’t free to leave for reasons unrelated to the police presence, asking questions of a passenger does not run afoul of the Fourth Amendment because it is not considered a seizure.
